Land Use Planning: Regulatory Tools and Techniques (UEP-0101)

Local government’s attempts to manage and control land use through the use of regulatory options such as zoning, subdivision control and other government-imposed restrictions on private property including more creative approaches including transfer of development rights, impact fees and development agreements. (Non-Regulatory controls are the focus of UEP 200 Land Use Planning: Nonregulaory Tools and Techniques). Review of differing state approaches to comprehensive planning and the connection between a plan and resulting actions; analysis of “regulatory takings” and related issues defining the breadth of local government power to shape land use decisions. Graduate standing or consent.
