Comparative Civil Military Relations Seminar (DHP-D248)

All political systems face a common dilemma. How can they defend themselves against military threats from other states without losing control of the military forces they have established and resourced to defend their governments. This is the problem of the civilian control of the military, and it has been increasingly recognized, debated, studied, and written about in academic, policy, and professional military journals since the early 1950s. Consequently, a seminar on Civil Military Relations (CMR) should be an important part of the Fletcher School’s international security studies curriculum and program. This seminar examines civil military relations (CMR) within several different types of political systems, considering how civilian governments in those countries have sought to keep their armed forces under civilian control and out of politics. Thus, the seminar will take a comparative approach to the study of civil military relations.
