Water Policy and Governance (DHP-P259M)

Spring 2026 · DHP P259M · Tufts University · 1.5 credits · Undergraduate

You have probably seen a headline predicting the next 'water war' or how 'water is the new oil.' Yet, the reality is that there is more cooperation than conflict over freshwater. Just because cooperation is more common, however, does not mean that there is no conflict. Climate change, population growth, and rising freshwater demand, among other challenges, can increase the potential for tension. Adding political boundaries only adds to the complex task facing states on how to cooperate and govern their shared resources. With a little over 300 transboundary rivers and 600 transboundary aquifers that support around 60% of the world's freshwater flow, the need for cooperation and governance is imperative if we are to sustainably and equitably use and protect our freshwaters. This course will ask you to dive into the dynamics of conflict and cooperation over transboundary water. You will explore the theory, approaches, and practices of international water law and governance, as well as practice evaluating real-world examples of freshwater conflict and cooperation, and how to negotiate agreements for sharing transboundary water resources. This course does not have prerequisites and is open to those wanting to deepen their hydropolitical knowledge as well as those without experience with freshwater as a resource.
